President Ram Chandra Paudel administered the oath of office and secrecy to Gurung during a special ceremony held at the presidential residence, Sheetal Niwas. Concurrently, independent lawmaker Mahabir Pun was sworn in as the newly appointed Minister for Science, Technology, and Innovation, marking a fresh expansion of Prime Minister Balendra Shah's cabinet.
The path for Gurung’s reappointment was cleared following a morning Cabinet meeting that officially acknowledged the findings of a government-formed investigation committee. The panel reportedly found no irregularities regarding his landholdings. Gurung had voluntarily resigned on April 22, 2026, stating that he wished to step aside to ensure an impartial investigation free from any institutional conflict of interest.
Direct Action: Reopening the Royal Massacre File
Wasting no time upon his return to the Home Ministry, Gurung signed a series of major policy decisions aimed at shaking up national security. Most notably, he announced that the government would officially reopen and review the files concerning the infamous June 2001 Narayanhiti Royal Palace massacre, which resulted in the deaths of King Birendra and his entire immediate family.
"Regarding the Narayanhiti Royal Palace massacre that occurred on 19 Jestha 2058 BS, further investigation will be carried out by thoroughly studying previous probe reports," Gurung stated, emphasizing that his administration intends to review unresolved high-profile cases across the country.
Gurung, who initially rose to nationwide prominence as a key youth activist and leader during the Gen-Z protests of September 2025 before winning a parliamentary seat from Gorkha, reiterated his commitment to treating all criminal investigations with absolute transparency, asserting that "every criminal file in the country will now be reopened."
Persistent Criticism from Opposition
Despite his official reinstatement, the opposition party, Nepali Congress (NC), continues to express skepticism over the swiftness of Gurung's return. Lawmakers had previously raised concerns in the House of Representatives, claiming his declared assets of over 20 million Rupees appeared "unnatural" for a young leader and alleging that the probe panel operated under political pressure to issue a hasty clearance.
While the administrative committee cleared his primary real estate properties—including landholdings in Dhankuta, Chitwan, and Gorkha—critics point out that a definitive conclusion regarding his specific share allocations in micro-insurance companies linked to arrested businessman Deepak Bhatt remains murky. Nonetheless, Prime Minister Shah's administration has fully backed Gurung's return, restoring the crucial security portfolio to one of the central figures of the ruling coalition.
